Legislation and Policy:

24 GA. Dept. of Education fails to respond to DOJ inquiry re. illegal segregation of special education students into dilapidated class rooms.

31 KY  The handcuffing of primary school children was evaluated by the Covington School District who found that the officer “acted within his rights” to protect the children from hurting themselves of others.  UH-OH.

35 MI The whistleblower alerting authorities of special education program and hiring violations reached a settlement in her lawsuit against the school district.  YEAH!

42 NY A judge ruled “malicious sexual contact by prison guards may be a violation of an inmate’s constitutional rights.”  YIPES!!!

75 SC In Lexington County, the Adult Protective Services agency has one social worker left on staff.

85 National news:  The American Psychological Association has decided:  it is no longer approved for psychologists to participate in interrogations with DOD and / or other federal agencies that include torture.

94 OH NEW RULES:  All court appointed guardians must complete specific training programs teaching minimum performance standards, complete ongoing continuing education, and submit to quarterly monitoring.   YEAH!!!!!

99 CANADA - Like everywhere else, it seems, abuse is present/rampant in residential schools for Deaf children.

112 IRELAND Children continue to be placed in psychiatric hospitals with adults.  Wow, what a dangerous place for vulnerable children…IMHO.

I didn’t know which category for this one, #38- a special ed teacher posted profane postings, which led to paid suspension.

GOOD NEWS: #4, Lawsuit won against High School security guard who beat up a special education student.  He was also convicted of felony assault and is awaiting sentencing.  He is 24 years of age.

IS THIS AN ACKNOWLEDGEMENT OF WRONGDOING?  #50 Man convicted of sexual assault of a woman with disabilities, after guilty plea, sentenced to probation and time served.  He said, “I’m sorry for what happened.”  Hmmm.  Did he have no part in what happened?  What about “I’m sorry for what I did and the lifetime of suffering I caused her.”
