Dear Mr. Coleman:

Thank you for your interest in the work of the Judicial Councilís Probate and Mental Health Advisory Committee. Because the committeeís deliberations, both generally and specifically related to proposed rules and forms, are closed under rule 10.75(c)(3)(E) & (d)(10) of the California Rules of Court, Iím afraid that Iím not able to discuss in any detail the committeeís work on the Spectrum Institute proposals.

The committee has reviewed the Instituteís proposals carefully. The committee has accepted, in principle, many elements of those proposals; it is working, under the procedures established by rule 10.22, to incorporate those elements into broader proposals related to appointment of counsel in all guardianship and conservatorship proceedings.

The committee anticipates submitting these proposals to the Judicial Councilís Rules and Projects Committee this fall with a recommendation that they be circulated for public comment. If approved, the proposals would be circulated this winter or next spring. I will ensure that the Spectrum Institute receives a copy of the proposals for its review and comment if they are circulated.
